The presidents of the two countries who met in Nakhchivan on Oct 2-3 at the summit of the heads of states of the Turkic world pioneered the creation of the Turkic-speaking Countries Cooperation Council. Turkey and Kazakhstan are tied via a longstanding friendship and a strategic alliance. Both countries are in cooperation and have active partnership in a number of international and regional organizations including the Organization of the Islamic Conference (OIC), the Organization for Security and Cooperation in Europe (OSCE), the Economic Cooperation Organization (ECO) and the United Nations.On Oct. 22, Nazarbayev will pay separate visits to President Abdullah Gül, Prime Minister Recep Tayyip Erdoğan, Parliament speaker Mehmet Ali Şahin, CHP leader Deniz Baykal and MHP leader Devlet Bahçeli in Ankara; he will also address the assembly on the same day. In his speech to Parliament, Nazarbayev will make a call for the reinforcement of integration in the Turkic world and will put an emphasis on the works of the Turkic Council and the Parliamentary Assembly of Turkic-speaking countries and wise men council. The Kazakh leader wants to add new dimensions to his country's relations with Turkey in the fields of tourism, education, trade and industry. For this reason, a strategic partnership agreement will be adopted between the parties during this visit. The paper envisages the enhancement of cooperation in political, economic, military and cultural fields. The agreement will also will also ensure the transfer of technology and the exchange of students and intellectuals for academic purposes. A separate agreement with the Scientific and Technological Research Council of Turkey (TÜBİTAK) will also be signed during the visit. Nazarbayev will also visit an organized industrial zone in Sincan. Turkey will transmit its experience on industrial zones to the Kazakh state so that they may construct similar zones.
One of the decisions made during Gül's visit to Kazakhstan in 2007 and 2009 was to increase bilateral trade volume. However, the achievement of the goals in this field was delayed because of the global financial crisis. Nazarbayev will join the Turkish-Kazakh businessmen forum that will be held in İstanbul on Oct. 23 in an attempt to increase the bilateral trade volume to $5 billion.
Nearly 600 Turkish and 400 Kazakh businessmen will participate in the forum to be sponsored by the Turkish Confederation of Businessmen and Industrialists (TUSKON). In addition, Nazarbayev will meet with 15 leading Turkish businessmen including Mustafa Koç, Ahmet Çalık, Nafiz Zorlu and Mustafa Boydak. The Kazakh leader who will call on the businessmen to make investments in his country will hear their specific projects. Moreover, he will honor the opening of the Almaty Cultural Days in İstanbul where the Kazakh culture will be promoted and introduced to the Turkish people, and leading Kazakh artists will attend the events. Nazarbayev will also visit Mawlana's tomb in Konya on Oct 24.
While the Kazakh leader comes to Turkey every year for vacation, this official visit bears great importance because of its probable contribution to the enhancement of bilateral ties between the two countries. It should be recalled that contribution by the current Kazakh Ambassador to Ankara, Bagdad Amreyev, as well as his experience was integral in the planning and scheduling of this visit. Amreyev previously served in the Kazakh mission in Middle Eastern countries. He attracted Arab capital and money to Kazakhstan and contributed a great deal to the enhancement of ties between the Kazakh state and Middle East countries.
